Norwich is considering adapting, expanding and reusing the former bank building at 300 Main Street as a modern police headquarters.

Why a new headquarters is being considered

The need has been documented for nearly two decades.

The current headquarters at 70 Thames Street has served Norwich Police since 1979. A formal space and needs study completed in 2007 recommended a facility of approximately 57,389 square feet.

Documented concerns have included overcrowding, inadequate office and workspace, insufficient parking, inadequate evidence and storage areas, limited locker and supervisory space, and outdated infrastructure for modern technology.

$55 million is the proposed ceiling, not a guaranteed final expenditure.

The proposed bond authorization establishes the maximum amount available for the project. The figure may come down through bidding, grants, other funding sources and project savings. It cannot increase without additional voter approval.

Estimated taxpayer impact: Current projections presented to the City indicate the debt-service impact would peak in fiscal year 2032 and then begin to decline. Additional taxpayer-impact information will be posted after final figures and official assumptions are confirmed.
How Norwich reached this point

A long-running public process

2007A professional space and needs study recommended approximately 57,389 square feet.
2012An adaptive reuse proposal for 3–6 Main Street carried a proposed $33 million budget and failed at referendum.
2014A resident building committee reviewed the need, became unanimous that a new facility was necessary, and recommended a reduced 51,000-square-foot plan.
2022A proposed 50,000-square-foot facility on Mahan Drive carried a $44.75 million authorization and failed by approximately 160 votes. Public feedback recognized the need but objected to the location.
2026The current proposal would place the headquarters at 300 Main Street in downtown Norwich.

More than a building

What is the exact ballot question?

Will the project necessarily cost the full $55 million?

Why not remain at 70 Thames Street?

The current facility is approximately 22,000 square feet, while the 2007 needs study recommended more than 57,000 square feet. Multiple reviews have documented space, parking, storage, locker, supervisory and technology limitations.
